Different factors determine the total cost of hiring a photographer - the experience of the photographer, the kind of project the photographer is being hired for, the shoot location of the project, the number of hours the photographer is being hired for and so on and so forth.
Photographers calculate their fee by taking several factors into consideration - cost of wear and tear on their equipment (photography equipment can cost thousands of dollars), their expertise level, the time it takes to complete a job/assignment, the cost of softwares needed for editing and so on and so forth.
Some photographers may offer their services below market price in order to add to their portfolio. If you are on a budget, a semi-novice professional photographer might be the way to go.
